Local authority guidance and forms

Following the amendment of the Zoo Licensing Act 1981 giving force to the EC Zoos Directive in England, this Circular has been produced with the aim of dealing with the new measures that fall to the local authority in their role as the zoo licensing authority.

The following document, which has been put together by the Zoos Forum, provides answers to a number of frequently asked questions on zoo licensing.

The following document is intended to help local authorities, zoo inspectors and zoo operators in England comply with zoo licensing.

The attached flowcharts have been produced as guidance for local authorities in the zoo licensing process:

The attached template and guidance note has been produced to help local authorities in England prepare zoo licences:

Licensing act application forms – These informal guidance notes provide suggested formats for local authorities to use in administering the Zoo Licensing Act 1981 (as amended) for various types of application and notices required under that Act.

Section 16 of the Zoo Licensing Act 1981 gives local authorities powers to alter zoo licences, and to make directions to ensure compliance with licence conditions, to close licensed and unlicensed zoos, and to provide for the welfare of animals following a zoo closure. Further information is given in Government circular 02/2003. The suggested model directions below have been produced by the Zoos Forum to assist local authorities, who should also consider obtaining their own legal advice when making directions.

The following paper considers interpretation of the term “… kept for exhibition to the public…” and provides guidance intended to assist with decisions on whether establishments fall within the Zoo Licensing Act 1981′s (ZLA) controls. (PDF 40 KB)

The Zoos Forum has put together a document (PDF 20 KB) which gives advice and recommendations on the use of hazardous (Category 1) animals in outreach activities. The recommendations will be incorporated into the Circular 02/2003 when it is next amended.
