Uplands Land Management Advisory Panel

The Uplands Land Management Advisory Panel (ULMAP) was formed in November 2002.  It is a non-statutory advisory panel, which replaced the Hill Farming Advisory Committee (HFAC).

ULMAP consists of approximately 30 members, all of whom have an interest in the English uplands.  Members comprise officials from Defra, land managers/farmers plus statutory and non-government organisations.  ULMAP advises Defra on current policy issues relating to the English Less Favoured Areas. The panel is an informal stakeholder group and is not classified as a Non-Departmental Public Body (NDPB) because the panel is not appointed by and does not directly advise a Minister.

Terms of reference

The Uplands Land Management Advisory Panel will provide advice to Defra on policy issues relating to the English Uplands within the Less Favoured Areas. The panel will provide advice on policy proposals relating to: a) how best to develop specific measures relevant to farming and upland communities in the English Less Favoured Areas, particularly in the context of the new Rural Development Regulation; b) land management issues relevant to the English uplands, e.g. heather and grass burning, grazing management. The panel will be chaired by an official from Defra’s Uplands and Commons Policy Team.
