Background to the Rural Delivery Review

On 8 November 2002 the Minister of State for Rural Affairs, Alun Michael, announced the appointment of Lord Haskins to review the way in which the government’s rural policies are delivered. The Review will make recommendations on: simplifying responsibilities for rural delivery; maximising value for money; providing better, more streamlined services and helping to deliver Defra's rural priorities and Public Service Agreement target cost effectively.

Lord Haskins and the Review team are independent of the agencies covered by the review.

However, this website, and other administrative support has been provided by Defra.

The Review will look at rural delivery arrangements at national, regional and local levels. As well as focusing on relevant parts of Defra, Lord Haskins and his team will consider the rural delivery activities of other agencies, including:

  • Countryside Agency
  • English Nature (in so far as their work relates to the delivery of Defra's rural policies)
  • National Park Authorities
  • Areas of Outstanding Natural Beauty Teams
  • Regional Development Agencies
  • Government Offices in the Regions
  • Forestry Commission
  • Small Business Service
  • British Waterways
  • Local authorities.
