1.  What is the Leader approach?
  • The Leader approach, also known as Axis 4, is not a separate fund or set of objectives.
  • Instead, it is a delivery mechanism through which money allocated to the Rural Development Programme for England can be spent.  It is designed to enable 'bottom-up' community involvement in rural development.
  • Further information can be found at: http://www.defra.gov.uk/rural/rdpe/leader.htm.  In addition, a document entitled 'Notes on the Implementation of the Leader Approach' was issued to the RDAs, Natural England and the Forestry Commission on 13 July. 
  • All regions have now instigated calls for Expressions of Interest from potential Local Action Groups, and the relevant RDA has made detailed guidance available.  A list of contacts is available at annex A of the notes.
