Common Monitoring and Evaluation Framework

The Common Monitoring and Evaluation Framework (CMEF) for the next Rural Development Programme is now available.

The CMEF is set out in a guidance handbook published by the European Commission. The handbook shows how a common set of indicators covering all Member States will help to assess how rural development programmes are contributing to Community priorities and aims to provide a comprehensive source of data for mid-term and ex-post  evaluation of the 2007-13 programming period.

The handbook is accompanied by a series of annexes providing detailed guidance on the design and execution of a monitoring and evaluation process for rural development programming. Member States can then build on this framework by adding additional indicators and evaluation criteria which reflect the unique national or regional character of their programmes.

The CMEF introduces few additionaldata collection requirements compared with the existing period. The aim is to provide a firm foundation for evaluation of rural development programmes against their strategic objectives, without imposing significant or unnecessary administrative burdens.

Those involved in developing Regional Implementation Plans may be interested to see Guidance Note E – the measure fiches.  These fiches provide guidance about how the EU Commission see each Rural Development Regulation measure being used – who the beneficiaries might be, the likely geographic targets etc.

The European Commission have also recently issued a series of draft fiches for the measures in Axis 1 , Axis 2, Axis 3 and Axis 4 (Leader approach), a draft fiche for the National Rural Network and some draft guidance on measure templates

These provide further information about the range of issues we should cover in the part of the Rural Devlopment Programme for England which details how we will use each measure to implement the programme. The fiches also give guidance on the scope, potential beneficiaries and activities that the measure can cover. The guidance is currently in draft form but mostly builds on the information already in annex E of the CMEF handbook.
