Plant passporting - Phytophthora ramorum

  • The requirements for the passporting of plants of Rhododendron (excluding R. simsii) and Viburnum came into effect on 1st November 2002. The requirements apply to complete plants, as well as part of plants, including branches and foliage. They apply to all movements for commercial purposes down to retail level.

    Four months later and Plant Health and Seeds Inspectors (PHSI) are still finding consignments of these plants being delivered that are not properly passported. Complete plant passports must travel with the material to which it applies. It is not acceptable for them to be sent seperately by fax, post or email. Until now the action we have taken in such circumstances is to require, under statutory Notice, either the return of the plants to the supplier or the plant's destruction. Because of the continued infringements there is a need to take stronger action. From Monday 3rd March, if an Inspector finds Rhododendron(excluding R. simsii) or Viburnumplants without the necessary plant passporting information the Inspectors will require the plants to be destroyed under Statutory Notice. This applies to plants from UK suppliers as well as to those supplied from outside the UK.
