Appointment to the Natural England board

Environment Minister Huw Irranca-Davies today announced the appointment of Dr Joseph Horwood to the Natural England Board.

Dr Horwood is appointed to the Board from 1 October 2009 for a period of three years. He does not hold any other ministerial appointed positions.

The appointment of Dr Horwood has been made in accordance with guidance issued by the Office for the Commissioner for Public Appointments (OCPA). Political activity plays no part in the selection process.

The Board of Natural England consists of the Chairman and up to 15 members, all appointed by the Secretary of State. Board members are paid £11,148 for 34 days per year. Dr Horwood will not receive any remuneration until his retirement from full time employment with the Centre for Environment, Fisheries and Aquaculture Science (CEFAS) in 2010.

Natural England was set up by statute with a general purpose to ensure that the natural environment is conserved, enhanced and managed for the benefit of present and future generations, thereby contributing to sustainable development.

Natural England’s general purpose includes:

  • promoting nature conservation and protecting biodiversity;
  • conserving and enhancing the landscape;
  • securing the provision and improvement of facilities for the study, understanding and enjoyment of the natural environment;
  • promoting access to the countryside and open spaces and encouraging open-air recreation; and
  • contributing in other ways to social and economic well-being through management of the natural environment.

Biography

Dr Joseph Horwood is Chief Science Advisor and a non-executive Board Member at the Centre for Environment, Fisheries and Aquaculture Science (CEFAS).  He has been a member of the Board of the International Council for Exploration of the Sea (ICES) since 1998 and was President of ICES from 2006 to 2009. He was also on the board of the Marine Biological Association from 1998 to 2001.  He has served on the science advisory committees of the International Whaling Commission, ICES, and the EC Scientific, Technical and Economic Committee on Fisheries.
