Financial incentive waste pilots: expressions of interest

The Department for Environment, Food and Rural Affairs (Defra) has today confirmed that no local authorities have submitted an expression of interest in piloting a financial incentives scheme for household waste and recycling.

Powers in the Climate Change Act enable up to five local authorities in England to pilot a scheme offering financial incentives to residents to throw away less and recycle more.  The voluntary powers were introduced following calls from local authorities.

Defra wrote to all local authorities in England in June 2008 inviting formal expressions of interest in piloting a scheme to be submitted by the end of 21 January 2009.  That deadline has now passed.

If in the future any local authorities wish to discuss how they can manage their waste more sustainably, Defra and WRAP (Waste & Resources Action Programme) will be available to provide support.

In response to requests from local authorities, Defra announced in November 2007 that it would enable up to five local authorities in England to pilot incentive schemes. Draft guidance for local authorities on how such schemes could operate was published and is available from the Defra website www.defra.gov.uk
