Consultation on amendment to the Mutilations (Permitted Procedures) Regulations 2007

Defra is today going out to consultation on proposed amendments to The Mutilations (Permitted Procedures) (England) 2007.  This consultation will last for five weeks and will close on 17 December 2007.[Ed. consultation deadline extended to 7 February 2008, confirmed annotation 14 January 2008].

It is proposed that the se regulations are amended to permit procedures that are essential to the sheep industry's breed improvement programmes and for scientists involved in bird conservation.

Under the proposals certain procedures would be extended to sheep and goats which previously only apply to cattle.  These are:

  • Embryo collection or transfer by a surgical method.
  • Implantation of a subcutaneous contraceptive.
  • Ovum transplantation, including ovum collection, by surgical method.

In addition, laparoscopic insemination of sheep and goats is being added to the list of permitted procedures.

Amendments to the regulations would also allow wing-tagging of young birds, a technique used for identification purposes in conservation programmes.
