Government Responds to Bansback Review of National Fallen Stock Scheme and Company

Defra today published its response to the independent review of the National Fallen Stock Scheme and Company carried out last year by Bob Bansback.

Ben Bradshaw, Minister for Animal Health and Welfare, said:

“The Bansback report highlighted the excellent work of the National Fallen Stock Scheme and made a number of important recommendations about its future.

“Both myself and ministerial colleagues from across the UK are keen to continue the fruitful working relationship that the Government enjoys with the National Fallen Stock Company.  I have therefore invited Michael Seals, chairman of the National Fallen Stock Company, to meet me to discuss how we can continue to move forward together and deliver this important service to UK farmers.”

1. The initial report was prepared by Bob Bansback, an independent member of the livestock and meat industry in response to a request from Defra to review the operations of the National Fallen Stock Scheme & Company, make recommendations for the future and identify necessary transitional steps to the new situation. The report follows extensive consultation with Defra and officials in the Devolved Administrations, National Fallen Stock Company as well as key figures from the livestock and fallen stock collection industry.

2. The National Fallen Stock Scheme was jointly set up by Government and the farming industry to help farmers meet their legal responsibilities for disposing of dead animals, has been running since November 2004.

3. The EU Animal By-Products Regulation, which banned the routine on-farm burial and burning of animal carcases, came in to force on 1 May 2003.
