Conservation: Fisheries Partnership Agreements report
A study on the impacts of the reformed Fisheries Partnership Agreements (FPA) made between the EU and developing countries has now been completed.

Under the UK presidency of the EU, Department for Environment, Food and Rural Affairs (Defra) and Department for International Development (DfID) held a meeting in November 2005 with other Member States and the Commission on the subject of fisheries agreements with third countries. As part of the conclusions of that meeting UK agreed to produce an analysis of the new Fisheries Partnership Agreements, highlighting their strengths and weaknesses.
The study led by Marine Resources Assessment Group (MRAG) has now been completed and we are very pleased to have been able to consult the European Commission at the key stages of its development, including reviewing the conclusions.
The Fisheries Partnership Agreements are still at an early stage of implementation, but the point of the study was to look forward and assess the potential of FPAs to deliver the objectives laid out in 2004 EU Council Conclusions. The study has identified encouraging changes in the structure and approach of FPAs compared to earlier fisheries agreements and came up with useful indicators for assessing their performance in future. The study also identifies areas which need further improvement and makes recommendations regarding these. Recommendations aim to ensure that the European Union’s fisheries policies really do contribute to sustainable fisheries management in the waters of developing countries.
