Common Agricultural Policy - reform of dairy aspects

The dairy sector was last reformed in 2003. 

Further reform of the dairy common organisation of the market is expected in 2008 as a result of the ”CAP Healthcheck”. The Commission have issued a communication, consulting on the content of the healthcheck legislative proposals which are due in May 2008. 

In the communication, the Commission has indicated that it wants a “soft landing” for the dairy sector and it is expected that decisions will be taken on the phasing out of Milk Quotas (due to end in 2015).  The other market support arrangements (eg, subsidised use schemes) will also be reviewed. 

The UK will be pressing strongly for further reform of the sector.  Defra will conduct a formal consultation once the legislative proposals have been published.
