Levy Boards restructuring - implementation meetings

A series of meetings are being held at regular intervals throughout the life of the project. The meetings provide strategic control and approve the project procedures. They also feed knowledge and expertise into the project and ensure transitional arrangements run smoothly.

Project Board

A project board provides overall direction and management of the project. It meets on a monthly basis. Its roles and responsibilities are to approve project documentation and agree all major project plans. It also provides advice and direction to the project, including assistance in problem solving or obtaining help.

The project board consists of the CEOs of the existing levy boards, representatives from the AHDB team, representatives from the Defra project team, representatives from the Devolved Administrations and Defra officials with an interest in the project including lawyers and senior officials from the levy board sponsor divisions.

Agriculture and Horticulture Development Board ‘Shadow Board’

The function of the ‘Shadow Board’ (AHDB Chair-Designate and 9 other board members) is to provide a smooth transition from the existing five levy boards structure to the new AHDB structure. It was responsible for recommending the business case for AHDB to Ministers. Its other functions are to agree the structure and organisation of AHDB, co-ordinate business planning activities for the sectors, agree a business plan for 2008/09 and a corporate plan for 2008-11. The ‘Shadow Board’ meets on a monthly basis.

Strategic Steering Group

The Strategic Steering Group met on a quarterly basis before the ‘Shadow Board’ members were appointed in February 2007. The functions of the Strategic Steering Group were to provide overall strategic guidance on the project, feed knowledge and expertise into the project, highlight the wider perspective and how it might influence the project, and communicate information about the project to stakeholder groups and organisations as necessary.

The Strategic Steering Group consisted of the Chairs of the existing levy boards, farming union representatives, the Tenant Farmers’ Association, the Country Land and Business Association and representatives from the Defra project team.
