Business Case for the future of the Agriculture and Horticulture Development Board (AHDB)
The business case for the co-location of the Agriculture and Horticulture Development Board (AHDB) and its sector companies at Stoneleigh builds on the work that was undertaken in Rosemary Radcliffe’s independent review of the levy boards in 2005. It also takes into account the results of the Fresh Start exercise that took place in 2006/07. The business case shows long term savings which would offset the short-term set-up costs.
The business case was published on 19 September 2007, the same day that UK and Defra Ministers announced that they endorsed the decision of the Shadow Board concerning the proposed location of AHDB and its sector companies at Stoneleigh from 1 April 2009.

Fresh Start Review
The business case follows a Fresh Start exercise that was undertaken by the Chair Designate and Shadow Board of AHDB in early 2007. An evidence base was produced to underpin the Fresh Start analysis:

Annex B - Statistical background to the survey sample (47 KB)
Three methods were used to ensure that levy payers’ views formed the basis of Fresh Start. These included a structured telephone survey of a representative sample of 400 levy payers, an open channel survey that levy payers could complete online and attendance at national and regional events. A conference was also held on 27 October 2006 to gain the views of representative organisations.
