Cereals Regime - Legislation

Basic Regulation
Council Regulation 1784/2003 - defines products covered by the cereals regime; specifies the marketing year; sets framework for fixing prices, market support system; defines production aids; lays down principles for external trade; detailed operation of Cereals Management Committee.
Intervention System
Commission Regulation 824/2000 - buying-in, including intervention standards (e.g. moisture content);
Commission Regulation 2131/1993 - selling-out of intervention.
Production Refunds
Commission Regulation 1722/1993 - general rules on production refunds.
Potato Starch Production Quota
Council Regulation 1868/1994 - establishing a quota system in relation to potato starch;
Commission Regulation 2236/2003 - detailed rules for the application of Council Regulation 1868/94 (applies from 2004/05 marketing year).
Commission Regulation 2235/2003 - laying down common rules for the application of Council Regulations 1782/03 and 1868/94 (applies from 2004/05 marketing year).
External Regime
Commission Regulation 1249/1996 - rules on setting cereal sector import duties.
Commission Regulation 800/1999 - detailed rules on cereal export refunds
Commission Regulation 1342/2003 - detailed rules for the application of cereal import and export licences.
Commission Regulation 1291/2000 - detailed rules for the system of import and export licences and advanced fixing.
Commission Regulation 1501/1995 - detailed rules on measures to be taken in the event of disturbance on the market of cereals
Council Regulations 1095/1996 and 2286/2002 - manioc quotas;
Commission Regulation 1517/1995 - trade in cereal-based compound feed;
Commission Regulation 1518/1995 - trade in cereal-based processed products;
Commission Regulation 1520/2000 - rules on cereal export refunds for non-Annex I goods.
Commission Regulation 2825/1993 - rules on refunds for cereals exported in the form of certain spirit drinks.
