Introduction

The Agri-environment Schemes Review started early in January 2002. The new Environmental Stewardship scheme was launched on 3 March 2005. The review's aims were to:

  • Review the existing English agri-environment schemes, concentrating on the Countryside Stewardship Scheme (CSS) and Environmentally Sensitive Areas (ESAs).
  • Follow up the recommendations of the Policy Commission on Farming and Food, including the proposed 'broad and shallow' scheme.
  • Develop a revised structure for agri-environment schemes in England that will enable the scheme to contribute effectively to solving current and future environmental problems.
  • Develop a 'Entry Level Pilot - agri-environment scheme.

In achieving these aims the review will link to a series of other current reviews including:

  • The review of the Farm Woodland Premium Scheme and Woodland Grant Scheme woodland creation measures.
  • The review of access arrangements within agri-environment schemes.
  • The review of integrated advisory services.
  • The project to develop a whole farm plan.

The Agri-environment Schemes Review has now been incorporated into the Government's Strategy for Sustainable Farming and Food.

Consultations

Between March 2002 and December 2004 Defra completed three rounds of consultation concerning the agri-environment review and the proposed Environmental Stewardship. These consultations focused on; Countryside Stewardship Scheme (CSS) and Environmentally Sensitive Areas (ESAs), Framework for the future scheme and finally on the Higher Level Stewardship details.
