Section 3: Results of Consultations with Environmental, Social and Economic Partners

The process of consultation on the development of the RDR Regional Chapter forms part of a wider national consultation process on the Agenda 2000 Common Agricultural Policy reforms. The details of this national consultation process are outlined in the National Chapter.

The Regional Planning Group (RPG) was established, under the Chairmanship of the MAFF Regional Director, on 13 September 1999. The following organisations were invited to attend:

  • Countryside Agency.
  • MAFF.
  • Forestry Commission.
  • English Heritage.
  • Environment Agency.
  • Regional Assembly.

The following members attended RPG meetings on a regular basis:

RPG members helped develop the regional strategy for the Rural Development Regulation as detailed in Chapter 2 and provided information, analysis and assistance in compiling Chapter 1. Meetings of the RPG were held on the following dates:

A wider consultation conference was held on 12 November 1999 at the Yorkshire Show Ground, Harrogate. Delegates invited included:

At the conference all the delegates were given the background to the RDR process. This was followed by a presentation from the Yorkshire and the Humber Regional Development Agency's (Yorkshire Forward) Rural Board Member about the relationship between RDR and the Regional Economic Strategy. The delegates were then separated into three syndicate groups; environment, social and economic. Within these groups delegates were asked to proof the Goals and Objectives, and to prioritise the Objectives using a three by three matrix. The feedback from these groups was recorded by the syndicate leaders; English Nature, Countryside Agency and Yorkshire Forward. The syndicate leaders then fed these comments back to the RPG meeting on 17 November 1999. RPG members considered these comments and, wherever practicable, made amendments to Regional Goals and Objectives.

Delegates at the conference were given copies of the latest draft of Chapter 1 and subsequently many submitted written comments about its content and often gave suggested amendments. A list of those who made written responses were:

Where applicable alterations were made to the Chapter to take account of the written comments. The responses made in connection to non-drafting areas were presented to the RPG at the meeting on 25 November 1999 to allow the RPG to respond collectively.
