
2.2 Regional Aspirations
2.2.1 Aspiration Statement and Rationale
The RPG put forward statements of their regional aspirations. The common themes of these statements were assimilated to produce a statement of 'Regional Aspirations', which was agreed by the RPG as follows:
To enhance the rural environment and rural communities of the Yorkshire and The Humber Region through the sustainable development of competitive and diverse rural businesses and services.
2.2.2 Clarification of Terms
"enhance" - the importance of the natural and cultural heritage to the region and to the future of its rural communities is paramount, and therefore its safeguard and enrichment is vital.
"environment" - this statement emphasises the value of the region's natural and cultural heritage, not just to its environmental welfare, but to its social and economic development.
"communities" - the future of the rural areas depends on sustaining a living and working countryside and healthy communities.
"sustainable development" - any plan must strive to seek a balance between economic, environmental and social concerns in order to achieve a successful outcome.
"competitive" - this part of the statement emphasises the need for strong rural businesses, to support their successful future, so they act as an underpinning structure to the region's future.
"diverse rural businesses" - the future of the rural areas depends on sustaining a living and working countryside and a healthy economy. This part of the statement recognises that some sectors of the community are struggling economically, and that the task in some areas is to rebuild viability or look to diversify into new economic activity.
"services" - this part of the statement emphasises the need for key social services, to cater for the rising aspirations within the indigenous community for leisure opportunities and rural service provision, along with the desire to develop a more inclusive rural society. It also relates to the provision of advisory and support services for environmental and business development.
The statements were further developed into a regional vision: The rural areas of the region are internationally recognised, distinct and beautiful in character, with a strong cultural identity and heritage. Our vision concentrates on these strengths, to integrate delivery of sustainable development by supporting and growing rural businesses and communities, alongside the wise use of the environment.
The region's rural environment is a major asset for the people who live, work and visit it. The aim of this vision is to highlight the importance of a healthy environment, to provide an attractive countryside, increase its biodiversity and provide new opportunities for enjoyment. New and improved partnerships will be needed to provide advice, training and incentives to create sustainable environments.
Agriculture has traditionally been the bedrock of the rural economy. As the industry changes, it is essential that communities respond in terms of employment and growth. Changes in agriculture will create many opportunities for employment through business diversification and innovative uses for land and assets. However, successful business support and training will be integral in supporting this transition. The co-ordination and integration of products and markets through supply chain development and collaborative activity will become increasingly important. Businesses in traditional sectors may have to innovate and diversify to meet changing needs.
The empowerment of local communities through advice, training and new skills will enable them to adapt to changing needs, enabling people to work in rural areas and contribute to the vibrancy of communities. A balanced, healthy and diverse economy, with well serviced communities and a thriving environment in the region, are all integral parts of this vision. By adopting an integrated partnership approach this vision can be achieved.
