Environmentally Sensitive Areas - Individual Scheme Details

Introduction to the Annex

This Annex contains details of all the measures which form the Environmentally Sensitive Areas Scheme from 1 January 2000. Almost all of these measures have been notified previously under Regulation 2078/92. However, the scheme has been amended to take account of new requirements contained in Article 12 of Commission Regulation 1750/1999 and Article 23(2) of Council Regulation 1257/1999. Details of changes to payment rates in Stages 1 and 4 resulting from the 2 yearly scheme payment review are also included. The scheme is available throughout England and the measures are designed to address habitats, landscapes, and historic features which are characteristic of the designated areas.

A number of linear payments feature in the annex and are expressed in £/metre. Agreement holders in ESAs who carry out work that attract these supplementary payments are subject to a maximum length per hectare to ensure that area payments for such features do not breach the EC payment ceiling. Payments are made annually on the amount of work undertaken. Mechanisms are in place (including the database used for the calculation of claims) to identify where the EC ceiling is breached. In all cases where certain additional costs incurred by farmers are eligible for grant aid under a Conservation Plan (which is 100% nationally funded) the costs net of grant are shown in the calculation of income forgone.
