Development of the water industry in England and Wales

A paper was produced for the China-UK Water and Waste Water Working Group as a discussion document to provide the Chinese members of the group with a greater understanding of the development of the water industry in England and Wales. As this document has wider currency and may be of wider interest than the group, it has been modified for a wider audience.

The paper explains the main structural changes and other developments in the water industry in England and Wales over the last sixty years and explains the roles of Government, companies, regulators and other authorities. It examines the development of the industry and makes reference to the case study of Yorkshire Water.
