Waste Infrastructure Delivery Programme(WIDP)

The Waste Infrastructure Delivery Programme (WIDP) will work with local authorities and the regions to accelerate the build of new diversion infrastructure. WIDP will sit within the Waste Implementation Programme (WIP) to compliment their ongoing support to local authorities and add resources to meeting the Landfill Directive obligations.

There is a need to build on previous work and focus efforts and resources more clearly on establishing the waste disposal infrastructure required. Whilst there is no desire to centrally plan and procure facilities there is a need to establish a national overview of need and progress, provide more comprehensive support to local authorities involved in establishing major new facilities and provide clearer information to the market on the type and timing of projects that they can expect to see coming to procurement.

WIDP will be charged with:

  • producing a comprehensive strategy for the construction of the estimated £10b of infrastructure needed to meet the obligations. This strategy will refine the overview of investment and the number of new installations required.
  • providing those local authorities leading infrastructure build projects a comprehensive, end to end support package across all project mechanisms (not just PFI).
  • working with existing PFI projects, presently in procurement, to accelerate their progress to delivery.

The Waste Infrastructure Delivery Programme (WIDP) targets waste that cannot be recycled or composted. Support will be provided to local authorities with project scoping, procurement strategy, technology choices, planning, community engagement, public consultation, through to negotiation, delivery of the project and the operational phase.
