Waste Implementation Programme: Data
The aim of this work stream, taken forward jointly with the Environment Agency, was to develop a Waste Data Strategy that would provide a sound evidence base, both at local and national levels, for improved waste management policy development, implementation, performance monitoring and evaluation.
The aim of the Data Strategy was to ensure the effective co-ordination, provision and dissemination of reliable data on different waste streams. It delivered two key deliverables:
1) The WasteDataFlow system, a web-based intranet for the provision of quarterly data on municipal waste both to and from local authorities. This project was established by Defra together with the Chartered Institution of Wastes Management (CIWM), and was funded by Biffaward through the Landfill Tax Credit Scheme. As well as underpinning central government policy making, this tool serves the local authorities need to develop long-term plans for waste management, and also provides a robust evidence base on which industry can make investment decisions. The publication of data from the system is now being carried forward by the Environment Statistics and Indicators Division within Defra.
2) The Waste Data Hub, is another web based system, and was developed and managed jointly with the Environment Agency. Primary data from the WasteDataFlow system (for municipal waste) and EA permitting and compliance systems (for other waste streams) was brought together in a central ‘Hub’ or data warehouse where it could be manipulated to produce summary reports and various ad-hoc analysis. The system went live on 31 March 2007 and the publication of data and the system’s future development are both being taken forward by the Environment Statistics and Indicators Division within Defra.
Background
The feedback received by the Data Strategy team from both the 2004 consultation on the "development of a national data strategy" and the 2005 Partial Regulatory Impact Assessment on the "proposal for implementing a new national Waste Data Strategy" helped to shape the final strategy.
