Waste Programme Board

Membership

Neil Thornton, Defra’s Director of Climate, Waste Atmosphere, is chair of the Board which also includes other senior Defra officials (representing the waste and sustainable consumption and production agendas), representation from other government departments with a key interest and role in waste and representation from the Environment Agency and Local Government Agency.

Two Non-Executive members are on the board to provide independent challenge and advice: Jiggy Lloyd and Caroline Arnold.

Jiggy Lloyd

Jiggy Lloyd is an independent consultant in public policy, corporate strategy and sustainable development. She is an Associate of the environmental policy think-tank Green Alliance and a former member of the Government’s Sustainable Procurement Taskforce. In 2006 she was Interim Director of the Defra/DTi UK Business Taskforce on Sustainable Consumption and Production.  She has held environment, sustainability and government affairs posts in a variety of organisations.

Jiggy Lloyd has degrees in ecology and forestry and is a partner in a farming business in Lincolnshire. She is a Nuffield Scholar, and amongst other roles is Vice-President of the Town and Country Planning Association and a non-executive board member of the Institute of Environmental Management and Assessment.

Caroline Arnold

Caroline Arnold is Head of Waste Management at Kent County Council where she is responsible for the day to day running of Kent’s municipal waste disposal services, as well as putting in place the future processing and treatment infrastructure to deliver Kent’s Joint Municipal Waste Management Strategy.

Caroline has degrees in Environmental Science and Coastal and Marine Resource Management which had underpinned a career in a variety of environmental roles in the voluntary, university, and local authority sectors. She joined Kent County Council in 2002, initially as Head of Environment, before moving onto the role of Head of Waste Management in 2005.

The Waste Programme Board’s provides advice, support and direction to government and delivery organisations in achieving the sustainable management of waste

Waste Stakeholder Group

The Group held its preliminary meeting on 20 July 2007.

Membership

Caroline Arnold, Head of Waste Management at Kent County Council, chairs the Group. Members are drawn from a wide range of waste stakeholders (including business, waste management industry, local government, third sector, environmental non government organisations and consumers and households).

Terms of reference

The principal function off the Group is to provide advice to Government and the Waste Programme Board and input to delivery, and future development, of waste policy.
