Joint Strategies and Power of Direction consultation on exemptions and draft guidance
The Waste and Emissions Trading Act 2003 requires local authorities in two-tier areas to have a joint municipal waste management strategy and gives waste disposal authorities a power to direct waste collection authorities.
Following a consultation in 2004, the Government issued the following:

Local Authorities covered by the duty to have a joint strategy were obligated
to have one in place by April 2005. The Government has issued a clarification
(9 KB) on what is expected from Local Authorities which, under section
32 of the WET Act have a duty to have in place a joint municipal waste
management strategy by this date.
