Waste planning

Introduction

A Ministerial Statement made on the 21 July 2005 announced the publication of a suite of documents on waste planning. Together this package provides for a more integrated and effective framework in England for delivering the significant expansion in new waste management facilities needed to meet EU obligations and national policy.

In publishing the final versions of the policy documents we have considered very carefully responses we received from stakeholders when we consulted in early 2005.

Planning Policy Statement

The Planning Policy Statement 10 (PPS10): Planning for Sustainable Waste Management was published on 21 July 2005. This replaces the Planning Policy Guidance Note 10, Planning and Waste Management, published in 1999.

Guidance on Municipal Waste Management Strategies

This guidance replaces the 2001 Guidance on Municipal Waste Management Strategies. It aims to provide greater clarity on the Government's waste management objectives and decision making principles, the role of the strategies and the key requirements for developing and reviewing them.

To support local authorities the Government is producing Practice Guidance to accompany this guidance. This will shortly be available and will be updated on a regular basis to ensure that authorities are able to access up-to-date support and advice.

Changes to Waste Management Decision Making Principles in Waste Strategy 2000

On 21 July 2005 Defra announced certain changes to principles set out in Waste Strategy 2000 relating waste planning and management decisions.

Environmental report

The Strategic Environmental Assessment statement and accompanying environmental report on changes to Waste Strategy 2000.

Regulatory Impact Assessment

Final Regulatory Impact Assessment on changes to the decision-making process in Waste Strategy 2000.
