Best Value Performance Indicators

Best Value places a duty on local authorities to secure continuous improvements in the way they exercise their functions having a regard to a combination of economy, efficiency and effectiveness. All the local authorities with responsibility for waste management (and the six statutory joint waste disposal authorities) have been designated Best Value authorities under the Local Government Act 1999, and are subject to the duty of Best Value.

Best Value Performance Indicators are specified under Statutory Instrument 2005/598 under Section 4 of the 1999 Act - see Articles 10-12, and Schedules 8-10 for waste BVPIs.

The Audit Commission is responsible for the annual inspection and audit of all local authority performance under Best Value. Auditors assess authorities’ annual performance plans and validate Best Value Performance Indicators – including the two indicators which form the statutory performance standards for recycling and composting (BVPI 82a and b) – see below.

Submitting waste BVPI data

Following work by Communities and Local Government (CLG), the Audit Commission and Defra to reduce the data reporting requirements in respect of the Waste BVPIs (BV82, BV84, BV86, BV87 and BV91), all local authorities should use the existing WasteDataFlow system that has been configured to generate Defra’s Waste BVPIs for 2006/7 onwards. This means that authorities only have to submit data once through WasteDataFlow, and Defra will then download the waste BVPIs and send to the Audit Commission as a national dataset. A letter dated 29 September 2006 was sent to all waste authority chief executives.

The 2004/05 best value data is the first link on that page, to an Excel spreadsheet – for the waste BVPIs select the "Environment" worksheet tab at the bottom of the spreadsheet.
