Joint waste disposal authorities (JWDAs)

Defra consulted in 2005 on proposals to alter the funding levy for Joint Waste Disposal Authorities and their constituent councils.

The Government’s primary goal is to help JWDAs to manage waste more sustainably in partnership with their Waste Collection Authorities (WCAs) by introducing a link between the WCAs payments and the tonnage of waste they deliver to their JWDA for disposal. This in turn will encourage waste collection authorities to work together more closely with their JWDA to increase recycling and reduce waste.

Following the 2005 consultation, Government introduced The Joint Waste Disposal Authorities (Levies) (England) Regulations 2006 which introduced a tonnage-based default levy from 1 April 2006. This includes transition arrangement for a number of Joint Waste Disposal Authorities and their councils.
