Reduced spending pressures for Local Authorities in the waste area 2004/05

In November 2003 the Government announced that Defra would be reducing spending pressures on local government by some £25 million - £35 million in the waste area over the coming year.

It was announced at the time that the introduction of the Landfill Allowance Trading Scheme would be deferred until 2005/06. It is expected that local authorities will be able to make savings of around £10 million if they decide to defer investment in waste management options that divert waste from landfill.

On 6 January 2004, Elliot Morley announced that a further £20 million would be given to local authorities with responsibility for waste in England. This one-off targeted grant will be distributed on the basis of a simplified version of the Environmental, Protective and Cultural Services formula tailored to reflect need to spend on waste. Although it is targeted at authorities with a need to spend on waste, the grant is not ring-fenced and may therefore be spent on other work areas.
