Anaerobic digestion: Financial and market support
A number of measures exist which support the development of the market and infrastructure for anaerobic digestion. Several important ones are outlined below.
ROCs (Renewable Obligation Certificates)
Electricity from anaerobic digestion is eligible for ROCs (Renewable Obligation Certificates). The Energy Act 2008 gives the Government powers to introduce differentiated support levels for different renewables technologies (known as “banding”). Anaerobic digestion will be among the technologies that receive additional support in the form of multiple ROCs. Anaerobic digestion will receive 2 ROCs/MWh (Renewable Obligation Certificates per Megawatt hour). The Government plans to introduce banding on 1 April 2009.
Rural Development Programme for England 2007-2013 (RDPE)
Anaerobic digestion will be eligible for support under the Rural Development Programme for England 2007-2013 (RDPE) (along with a range of other measures). The RDPE is being managed by the Regional Development Agencies.
Bio-energy Capital Grants Scheme
The Bio-energy Capital Grants Scheme supports the installation of biomass-fuelled heating and combined heat and power projects, including anaerobic digesters. The fifth round of the Bio-energy Capital Grants Scheme was launched on the 10 December 2008. The deadline for receipt of applications is 30 April 2009.
WRAP Organics Capital Grant Programme
The Waste and Resources Action Programme (WRAP) Organics Capital Grant Programme provides financial assistance towards the capital costs of plant, equipment and infrastructure for food waste processing capacity, including anaerobic digesters. The bidding round closed on 9 December 2008. The applications are now being considered.
