Water is abstracted under licences, granted on the basis of the reasonable needs of the public, industry and agriculture and availability of supplies. The amount abstracted has been generally falling since the turn of the century. In 2005, 77 per cent of water abstracted from non tidal surfacewater and groundwater was for the public water supply and electricity supply industry. Abstractions for the electricity supply industry have fallen by 37 per cent since 1998, when they reached their highest level for 10 years.
