ADDITIONAL GUIDANCE FROM THE DEPARTMENT OF THE ENVIRONMENT, FOOD AND RURAL AFFAIRS, AND THE WELSH ASSEMBLY GOVERNMENT
LINK AUTHORITIES
Attached is an updated listing of all link authorities. Defra and the Welsh Assembly Government (WAG) would like to thank all link authority co-ordinators for providing the updated information. A fuller directory of the link authorities can be found on the Local Authority Unit web site at: http://www.environment-agency.gov.uk/business/lapc/?version=1
Link authorities are the groupings of local authorities (initiated by authorities) for the purpose of inter-authority networking on individual LAPC/LAPPC sectors. Defra and WAG believe that link authorities can be a very valuable means for sharing of information and expertise, although the exact way an individual link authority functions will depend on its membership and the nature of the issues arising in the particular sector. Some link authorities do little more than maintain a listing of local authorities with processes in a given sector, to facilitate telephone contact. At the other end of the spectrum, some hold periodic meetings, in some cases involving the relevant trade association, the Environment Agency, and site visits. Link authorities are consulted by the Local Authority Unit when reviewing process guidance notes.
Link authorities are unlikely to be necessary for every LAPC/LAPPC sector and should not be set up without a clearly defined purpose. Other networking tools include the use of regional pollution groups, the Chartered Institute of Environmental Health's EHCNet system, and use of the listing of local authorities by PG note in AQ3(02)
Local authorities are encouraged
- to make use of the existing link authorities;
- to revive existing link authorities which have ceased operation and which could usefully be re-established; and
- to consider establishment of new link authorities where there would be benefits from having such a framework for inter-authority networking. For example, Defra and WAG to consider that, because of the technical issues arising from the regulation of clinical waste incinerators, it might be valuable to establish a link authority for this purpose. New link authorities ought also to be considered for those sectors transferring into LA-IPPC (A2 installations) if no link authority currently exists.
- The Chartered Institute of Environmental Health have advised that Continuous Professional Development points may be available for attending link authority meetings.
Defra and WAG would be grateful to be notified of:
- any existing link authorities not on the attached list
- any on the list which are marked 'dormant' which the current co-ordinator does not plan to revive any new link authority which is set up in the future
