Further to the inflationary rises, for the first time the 2006 charging scheme is risk-based using the current risk based methodology, published first in 2003 for Part B processes and in 2005 for Part A(2) processes, as the template.

The charging method chosen takes into account amongst other things, non-inspection related work, the current risk based methodology, the number of hours spent regulating low, medium and high risk installations, the average salaries of enforcing officers and on-costs.

Following consultation, we wrote to local authorities setting out the guidance for the risk assessment method for use in 2006.
