Local environment quality: Legislation and enforcement
Cleanliness National Indicator (NI 195)
As part of the Local Government Performance Framework a single set of 198 national indicators was announced as part of the Comprehensive Spending Review 2007. The national indicator set will be the only measures on which central Government will performance manage outcomes delivered by local government working alone or in partnership. The national indicator set will replace all other indicators including Best Value Performance Indicators.
National Indicator 195 - Improved street and environmental cleanliness (levels of litter, detritus, graffiti and fly posting) measures street cleanliness and local environmental quality, and is based upon an adapted version of the Local Environmental Quality Survey of England (LEQSE) to measure performance. The survey was developed by ENCAMS and provides us with the best picture yet of local environmental quality of each area within England.
