Environmental Permitting Regime
Since April 6 2008, there are no longer separate regimes for waste management and PPC, with both being regulated by Environmental Permitting. This change is the first phase of the Environmental Permitting Programme (EPP1).

Local authorities general guidance manual comprises guidance on the policy and permitting procedures for activities subject to LA-IPPC and LAPPC under the Environmental Permitting Regulations 2007 from 6 April 2008 onwards.

To provide legal continuity for the new Regulations the following directions have been made:

Waste operator competence schemes
For those waste operations covered by Certificates of Technical Competence (CoTCs), a relevant CoTC remains an appropriate means of demonstrating technical competence. For waste operations not covered by CoTCs the Environment Agency will continue to assessment technical competence. This arrangement will continue until the first of the new schemes is approved.(When schemes are approved, they will be listed here).
