Enforcement review: Evidence

As well as drawing on work on access to environmental justice and publications referenced in the main report, the Review commissioned two particular projects to support its work.

The first was a review of the literature and an analysis of the available evidence on obstacles to effective environmental enforcement by consultants WRc Plc.

To explore the implications of using variable administrative penalties to enforce environmental regulations, the Review engaged Henley Centre Headlight Vision to design a series of six workshops. Regulators, businesses and magistrates came together to understand how different sanction models might work by trying them out in simulated cases.
