Energy supplier obligations: Post-2011

Overview

Infra-red image of houseThe 2007 Energy White Paper reaffirmed the Government’s commitment to maintain some form of obligation on household energy suppliers until at least 2020, with an ambition level at least equal to that under the Carbon Emissions Reductions Target. This will save around 3-4 million tonnes of carbon per year by the end of the next decade.

The Government’s vision is to see a supplier obligation through which consumers will continue to enjoy at least their current level of warmth, light and comfort, whilst also achieving substantial carbon and energy savings.

A Call for Evidence

 Call for evidence document coverSince the Energy Review, Defra has led a work programme of work to develop and appraise the potential options for the post-2011 obligation. The output from the initial phase of analytical work (see table below) fed into a Call for Evidence, which ran from 13 June until 14 September 2007. The Call for Evidence set out the main issues and options for the obligation and sought input from all interested parties, offering them an opportunity to engage early in the policy development process. Summary of responses to the Call of Evidence

The Call for Evidence elicited twenty-eight responses, including responses from all of the key stakeholder groups and one member of the public. The responses have provided Defra with a rich seam of new evidence to support its ongoing programme of analysis and research. Stakeholder workshops

Defra and the Energy Efficiency Partnership for Homes (EEPH) jointly held two stakeholder workshops in Glasgow (21 June 2007) and London (27 June 2007) to provide all interested parties an opportunity to engage in the detail of the Call for Evidence.
