Community Energy Efficiency Fund

The Chancellor announced in his pre-budget report 2006 that £7.5 million would be made available across the UK to ‘improve the effectiveness of Warm Front and Energy Efficiency Commitment’ with £6.3 million of this being made available for England to be spent by March 2008.

The ‘Community Energy Efficiency Fund’ (CEEF) has been set up to provide financial support in 2007/08 to projects in England and applicants have been invited via a competitive process to apply. The aim is to ensure 300,000 of the most vulnerable pensioner and other vulnerable households are assisted to feel warmer and more comfortable using an area based approach to provide a coordinated set of ad vice and measures to them.

The bidding round has now closed, applications have been assessed and applicants were notified of the result on 7 September 2007.

Local government performance framework

We are seeking views on Defra’s proposed indicators for the new performance framework. This includes one indicator on fuel poverty.

Draft guidance to local authorities on climate change mitigation and fuel poverty

A joint Defra, DTI and DCLG consultation paper was issued on 9 May 2007. This sought written views from local authorities in England and Wales, and others, by 1 August 2007 on the approach the Government should take towards an energy measures report which it has a commitment to produce by August 2007.

Local authorities would have to ‘have regard’ to this report when exercising their functions. Whilst the report will focus on emissions reduction and fuel poverty measures, it will also make clear the link with adaptation to climate change.
