- Resources for fuel poverty (Comprehensive Spending Review (CSR), Energy Efficiency Commitment (EEC) and Decent Homes)
- Progress on fuel poverty in White Paper and especially in any energy legislation
- Fuel poverty targets – Public Service Agreement (PSA) and related targets and statutory targets
- Prices for customers – ensure that they are as low as possible in particular retail prices to fall as wholesale prices fall and charges for transmission/distribution to be as low as possible
