Scheme rules and documents

The rules are the scheme's definitive document, and cover all types of participation in the scheme. These are supplemented by individual agreements that bind the Government and direct, group and trading participants to act in accordance with the scheme's rules. Climate Change Agreements participants are required to complete a short registration form.

The Framework Document, published in August 2001, provides the policy background to the subsequent development of the scheme's rules, and puts the scheme in the context of other climate change policies.

Following amendments to the Scheme Rules, we have produced a Consolidated Scheme Rules document. This version incorporates the December 2004 and September 2005 Administrative Rule Changes. Please note that the original document and amendments are the only official Scheme Rules documents:

Temporary exclusion

The application for temporary exclusion for the 63 installations in the UK ETS that are within the scope of the EU ETS was accepted on 16 September 2004. The opt out is from January 2005 until the end of the UK ETS in 2006. The DPs concerned will be required to join the EU ETS from January 2007 onwards. Following site closures and rationalisation there are now 59 installations covered by the opt-out.
