Future Plans - Phase II and the Review

On 23 January 2008, The European Commission published its draft proposals for the review of the EU ETS required under Article 30 of the EU Directive on the EU ETS.  The role of the review is to develop the EU ETS in a positive way post-2012 and learn from experiences so far. The UK launched a formal consultation on these proposals on 7 May 2008 – see link under Consultations below.

Once agreed by the European Council and European Parliament, the changes will need to be transposed into UK law. We expect this to happen in 2010.

EU ETS discussion events

A joint Defra/BERR EU ETS Review Discussion Event took place on the 9 June in London. It was attended by over 100 people representing a wide spectrum of interest in the EU ETS.

Through a succession of breakout groups and plenary discussions delegates were able to put forward their views on a wide range of issues on the EU Commission’s proposals to amend the EU ETS from 2013.   Malcolm Wicks, the BERR energy minister gave a speech and answered questions.  The Event was chaired by Niall Mackenzie (EU ETS Defra).

The morning session began with four presentations from speakers who gave a broad representation of the wide range of stakeholders involved in the scheme. Presentations were given by:

  • Michael Grubb, The Carbon Trust
  • Keith Allot, WWF
  • Bill Kyte, Emissions Trading Group (ETG)
  • Richard Folland, CMA

Breakout groups were held in the afternoon on a range of topics covered by the EU ETS Review consultation document: Free Allocation, Auctioning, Project Credits, Scope and Competitiveness. At the end of the day the chairs presented a summary of the days discussions back to the group and answered a short Q&A.

A similar event was held in October 2007.
