UK Coordinated Chemical Risk Management Programme
The Coordinated Chemical Risk Management Programme was launched in July 2005 to take forward the hazard and risk assessment and risk management of chemicals in the UK in the period leading up to the first assessments under the REACH regulations. The work will largely mirror that which has taken place under the OECD hazard assessment programme and the Existing Substances Regulations (ESR) risk assessment programme. The ESR programme is winding down in the run up to REACH but the UK wishes to ensure that work on existing chemicals continues.
The programme is the joint responsibility of Defra and the Environment Agency and is overseen by a Steering Group which includes representatives from other Government Departments, including the Health & Safety Executive (HSE) and Department of Health (DH).
The UK Chemicals Stakeholder Forum (UKCSF) will be consulted when chemicals are selected for endorsement into the programme with final inclusion in the programme being agreed by the Minister. The Advisory Committee on Hazardous Substances (ACHS) will have a role in reviewing the hazard and risk assessments and offering advice to the UKCSF as appropriate. Other Government Advisory Groups will be invited to give advice as appropriate. The basis for selecting chemicals for the programme has been agreed as:
- PBT or vPvB chemicals as defined by the EU PBT working group but also including the lower tier criteria of the UK Chemicals Stakeholder Forum. The UKCSF list of chemicals of concern will be one potential source of chemicals for the programme
- A chemical which is being considered as a substitute for a restricted substance
- A chemical which has been nominated by industry and which meets the criteria for inclusion in the ICCA programme
- A chemical is manufactured or widely used in the UK and where manufacture or use could lead to widespread environmental exposure in the UK
Nine chemicals were entered into the programme in July 2005 and a further 29 added in February 2006 and 24 in October 2006. The 62 chemicals in the programme and the status of their assessment can be seen in the following table:
