The Potential Cost and Effectiveness of Voluntary Measures
in Reducing the Environmental Impacts of Pesticides


Introduction

In June 2000, DETR commissioned EFTEC with CSERGE and ENTEC to undertake a study on the "Potential cost and effectiveness of voluntary measures in reducing the environmental impact of pesticides".

The main aims of this study were to establish the type and structure of a voluntary agreement for pesticides; develop a set of criteria to evaluate the effectiveness of voluntary measures in achieving the Government's objectives for pesticides; identify, evaluate the effectiveness and estimate the cost, of additional voluntary measures in achieving the Government's objectives; and, conduct a comparative assessment of the package of measures proposed by the Crop Protection Association with alternative voluntary measures.

This study collates the suggestions for voluntary measures from the Crop Protection Association proposals, responses to the DETR's consultation exercise on these proposals, responses received to the two invitations to comment sent out during the study period, and comments from the Steering Group.

The audience for this report could include a wide range of stakeholders from government, farming, industry and environmental NGOs.
