Resource Efficiency, Delivery Landscape Review

Defra is bringing together a range of bodies under the leadership of WRAP (Waste and Resources Action Programme) to provide a one stop shop to help businesses, organisations and households become more resource efficient.

The decision was made following the recommendations from the Delivery Landscape Review set up in February 2008 to examine the seven organisations funded by Defra which currently work on resource efficiency.

This document provides the evidence and analysis of the review of Defra’s delivery landscape for resource efficiency support for business customers, the public sector and other organisations. The document identifies a number of key issues within the landscape, drills down further into the detail of options assessments and sets out strategic options and work-streams designed to improve delivery.

Historic arrangements – the BREW Programme

Some of the above support was previously provided under the Business Resource Efficiency and Waste (BREW) Programme, which operated between 2005 and 2008. The programme was established to return to business £284 million of money raised over that period through the landfill tax escalator.

Work is underway to compile achievements from the BREW Programme.

Future arrangements

Defra is currently reviewing its business support in this area. This is part of a wider examination of Defra’s delivery landscape for providing support to organisations and consumers in the drive to a low carbon, resource efficient future. The review is due to report by the end of 2008.
