State aid

Existing EU state aids guidelines can inadvertently stifle innovation, for example by not allowing the funding of large-scale demonstration projects, which are needed to show that environmental technologies can deliver.

DTI, Defra and other parts of Government have been discussing the UK approach to the possible review of environmental state aid guidelines.

A paper setting out the UK view on the revisions necessary to the guidelines has been developed with cross-Government agreement and is currently forming the basis for initial discussions with the European Commission.

The paper also formed part of the UK’s response to the Commission’s consultation on their "roadmap" for the reform of the state aid rules over the period 2006-2009 in September 2005.

Reform of state aid guidelines to stimulate environmental technologies and innovation was discussed by Member States and the European Commission at a workshop in Italy in October 2005.
