The Joint Programme comprises four themes in total, led by either Defra or the Environment Agency depending on their respective business interests:

The Joint Programme Management Team

The management structure is intended as a flexible framework within which the evidence and innovation needs of the business, including science, can be met. It aims to facilitate the logical development over time (often a period of several years) of understanding of issues within a particular topic area from the development of a policy framework (SPD theme) through a modelling and risk framework (MAR theme) to implementation (through either the SAM or IMC themes). 

R&D Review

During 2005 the Joint Programme underwent an External Review, resulting in a number of Recommendations by the Review Team. Defra and the Environment Agency published a joint Response in July and in the late autumn of 2005 the Programme Management was restructured and the number of research themes was reduced from six to four.

The publication 'Flood Management Research in England and Wales' describes how flood and coastal erosion risk management research was managed jointly by Defra and the Environment Agency prior to the 2005 Review.

The concept of the original Joint Programme arose from a proposal document published in 1999.
