Background

The Flood Emergencies Capabilities Programme is a cross Government programme of work which will be developing work on flooding emergencies. This will cover four key areas, planning and building resilience, forecasting and warning evacuation, response and recovery, and communications and media handling. The importance of developing work on emergency preparedness has developed from lessons learnt from the recent flooding events and projects such as Exercise Triton, which was a desk top exercise looking at response procedures for an extreme event.

The aim of this project is to minimise the overall loss of life and economic, social and environmental impacts from flooding through a number of mechanisms, such as increasing awareness, development of resilience plans, and developing action plans with emergency services and other organisations. The development of recovery plans for high risk floodplains and rapid response catchments and 'clean up' procedures in place, will help minimise the impacts of flooding events.
