Making Space for Water
Managing the programme

The Making Space for Water programme is being managed by the Programme Support Office in Defra's Flood Management Division.

Governance arrangements

The programme is led by a Programme Manager and a Senior Responsible Owner chairs a high-level, cross-Government Programme Board. The Programme Board includes senior representatives from HM Treasury, Department for Communities and Local Government, Environment Agency and the Local Government Association.

Over and above a series of formal and informal bilateral meetings on specific issues, the participation in the strategy development exercise of a broad range of Government partners and external stakeholders is ensured through the Flood Management Stakeholder Forum.

Working across Government

Effectively embedding flood and coastal erosion risk management across a range of Government policies, including planning, urban and rural development, agriculture, transport, nature conservation and conservation of the historic environment is a key element to the success of the Making Space for Water programme and the sustainable development agenda more generally. Equally, it is also vital that other relevant Government policies are reflected in the policies and operations of flood and coastal erosion risk management.

Over and above a series of formal and informal bilateral meetings on specific issues, the participation in the Making Space for Water programme of a broad range of Government partners and external stakeholders is ensured through the Flood Management Stakeholder Forum. We have also sought to strengthen the integrated framework for delivering the programme by assigning individual project responsibilities to other Government Departments/Stakeholders where appropriate, namely:

  • Land Use Planning (DCLG)
  • Resilience Standards for New Buildings (DCLG)
  • Encouraging and Incentivising Flood Reslience (Association of British Insurers, in conjunction with Defra)

Making Space for Water First Response

The Government's First Response to the Making space for water consultation exercise was published in March 2005 and sets out the strategic direction of travel on key issues. For those areas of complex policy that it cannot resolve, it sets out the programme of work required to achieve this. The Response also set out the aim of the strategy.
