Aims and targets
Defra does not directly promote or carry out construction projects to manage flood and coastal erosion risk but has policy responsibility in England and gives financial support to the flood and coastal defence operating authorities.
Our Business Planning page has more information about planning at Departmental level. Ensuring that Risk from flooding and coastal erosion is managed in a way which furthers sustainable development is a strategic outcome sought under Defra's strategic priority relating to Climate change and energy.
Spending Review 2004
Following the Government's Spending Review 2004, Defra Ministers agreed a new target for the period covered by the Review (April 2005 to March 2008) which is that
Defra will manage flood and coastal erosion risk so as to contribute to sustainable development, including minimising loss of life and improving the standard of protection for at least 100,000 households using efficiency savings to maintain outputs at equivalent levels to 2005-6.

Spending Review 2002
Following Spending Review 2002, Service Delivery Agreement (SDA) targets 26, 27 and 28 were agreed to cover the period from April 2003 to March 2006:
| SDA 26 | To aim, by the encouragement of sustainable
defence measures (including timely and effective flood warning systems), to
have no loss of life through flooding. |

| SDA 27 | By investing £397 million over the Spending
Review 2002 period (2003-06), Defra will reduce the risk of flooding to life,
to major infrastructure, environment assets and to some 80,000
houses. |

| SDA 28 | Defra will implement the conclusions of the Flood and Coastal Defence Funding Review including the development of proposals for new funding streams and initiatives to reduce the percentage of overheads involved in the provision of flood defences, to an agreed implementation plan to be developed by March 2003. | More Information on target 28 |
Achievement of these targets will depend on a successful
partnership between Defra and other key players identified in the respective
delivery plans. A letter
was sent jointly with the Local Government
Association to Chief Executives of local authorities in England on 30 June
2003 to highlight the contribution they will be able to make.
