Environmental Impact Guidance

Step 1: Is your policy likely to have a significant impact on greenhouse gas emissions?

A policy is likely to have a significant impact on emissions if it affects particular activities or sectors. An illustrative list of the sectors and activities that are most significant in terms of emissions is available here .

If your policy potentially affects processes 1 or 2, then you should complete a full carbon impact assessment. If you think your policy may potentially affect sectors 3, 4, 5 or 6, then you should also check the more detailed list of activities (given in The UK Greenhouse Gas Inventory and the Emission Source Classification).

Ask your Departmental economists for advice if you are still not clear about the potential impacts of your policy.

Example:

John Smith from the Department of Hypothetical Examples wants to find out the impact in terms of emissions of greenhouse gases from a policy which increases the level of rail freight. He checks the list of sectors and discovers that transport is an important contributor to emissions. He therefore decides he needs to carry out a full carbon impact assessment.
