Better regulation - Administrative burdens measurement exercise

During 2005/6 the administrative burden that Defra’s regulations impose on business was assessed in a cross-Whitehall measurement exercise undertaken by PriceWaterhouseCooper (PwC).

Only 362 of Defra’s 700 plus regulations that were in force in May 2005 were judged to impose such a burden. This was calculated to be £528 million each year, excluding business as usual, that is, those things which businesses would do whether regulations were in place or not. To meet the 25% target based on this figure means achieving a reduction of at least £132.0m on the stock of regulation included in the measurement exercise, or a net annual administrative burden of no more £395.8m.
